Updates to Employment Act in 2019 by Chow Kwok Wah
  • Be present to find out how the impending changes of the Employment Act of Singapore will impact your organisation’s HR policies and practices. With effect from 1 April 2019, an additional 430,000 professionals, managers and executives will be covered under the Employment Act when it is amended to remove the S$4,500 salary cap.
  • The proposed changes to raise the salary cap for non-workmen covered under EA Part IV from S$2,500 to S$2,600 will extend protection to half of Singapore’s workforce. In addition, the salary cap for overtime pay for non-workmen will be revised upwards from $2,250 to $2,600 to benefit about 100,000 of the office workers.
  • Under the amendments to the medical leave, any medical practitioner can certify an employee’s entitlement to paid sick leave. And any hospital or medical institution such as community hospitals will be accepted for paid hospitalisation leave.

Arvin Cheah

Arvin Cheah has been involved in training, and support for more than 6 years for Sage EasyPay and Sage EasyTime.

Academically, she holds a Degree in Computer Science major in Software Development. She joined Sage in year 2012, and ever since she has been involved with training of Sage EasyPay and Sage Easytime product. She was also involved in the support team to support Sage EasyPay users. Since year 2017, she officially moved to Learning Department to become a fulltime Instructor.

Previous to joining Sage, Arvin worked with a software company managing Time Attendance System for 5 years. During her time there she was both a trainer and consultant, conducting training sessions and assisting with software configuration according to business requirement.

Linda Kuah

Linda has over 20 years of experience in Singapore personal taxation. She worked for 2 years with the Inland Revenue Authority of Singapore (IRAS) before she started her career with the Big Four Accounting Firms – Ernst and Young and KPMG.

She has extensive experience in the management of expatriate tax matters for multinational companies and her other areas of expertise include the following:

  • Tax preparation and tax return review
  • Structuring tax efficient remuneration packages
  • Review of tax equalization policy and hypothetical calculations
  • Advice on dual employment arrangement and the Not Ordinarily Resident (NOR) Taxpayer Scheme
  • Review and advise tax implications on equity compensation
  • Health Check review / Due diligence / Tax Investigation work
Linda holds a Bachelor of Arts Degree from the National University of Singapore.

Chow Kwok Wah

Chow Kwok Wah is a seasoned HR professional/trainer with over 40 years of experience, 22 years of which was spent in the transport and logistics industries. Kwok Wah had worked in Senior HR Management positions in other sectors like manufacturing, high technology and financial services, in companies such as Smith Corona Singapore, Honeywell SE Asia and Asia Pacific, including Honeywell’s wholly-owned entity in China, Honeywell (Tianjin) Ltd., and its joint venture with China Petrochemical, Sinopec Honeywell Ltd., and Asia Capital Reinsurance. He specializes in talent acquisition, talent management, succession planning, rewards and benefit management, learning and development and employee and industrial relations in large organizations, especially in the transport and logistics industry.

Kwok Wah is also one of SHRI panel of auditors who handles MOM - Employment Standards Compliance Audit, helping companies to align their employment practices to local statutory regulations and best practices.
